What are these spots on legs & how can I remove them? (Photo)

Hello, I have these firm small spots on my legs that seem to be getting worse. Some spots are flesh colored while others are more red. Some cause a stinging sensation and others don't bother me. Any ideas on what they are and best course of action to remove them? They are mainly on my legs. I do have a few on my arms. Some have a pit or dot in the center. I've tried exfoliating with a KP scrub, and using a steroid cream from a doctor but nothing is working. I hate the way they look :( thank you.
