Dear Nyke,Exercises can only very slightly thicken your chest muscles, but will not really develop much fullness. A breast augmentation would be the way to go.  Ask to have the implants placed higher in the pocket, if that is your preference.  Be sure to see a board certified plastic surgeon who is a member of ASAPS and or ASPS and who has a high volume breast practice (several hundred breast augmentations per year). Thank you for your picture.  You have nicely shaped breasts.  To improve the upper fullness of your breasts a modest augmentation is recommended.  Consult with several board-certified plastic surgeons in your area.

Let me start by saying you have nice natural breasts that seem to fit your body well.  It is natural for a woman's breast to slope from her upper chest to the nipple.  The upper breast bulge you see in swim suits is unnatural and created by an implant or push up bra.  If you want the fullness on top of your breast (many women do) you will need an implant.  Chest exercises will not help.Hope this helps,Trey Aquadro, M.D.

Your breasts appear to have a pleasing natural shape. If you want more fullness on the top, however, breast implants will help. No exercise will do this for you.

To make your breasts fuller on top, I would recommend a breast augmentation.  Make sure you talk with a few board certified plastic surgeons so you can see what your best options are and look at photos so you can have a better idea of what to expect.  Also make sure you try them on too! ac

First your breasts are very normal appearing. I might consider liposuction with fat transfer to upper poles or a small implant placed higher... 

You lack adequate breast tissue in top part of your breasts.  You will need to fill that void with breast implants.  This is a surgical procedure.  It is safe. Go for it

Modest breast implants can add fullness to the upper pole of the breast. However, remember that natural breasts do not have excessive upper pole fullness.
