It is difficult to tell from your photo what is the cause of your under eye bags. An in person evaluation would be necessary to give definitive advice.
If these "bags" only showed up after your filler injection, you may be a candidate for dissolving the filler with hyaluronidase injections. Many times the the best approach is to dissolve the filler and start over with a new plan. I recommend you seek an evaluation from a plastic surgeon that has experience with filler and surgery so you will have multiple options.

It’s not possible to tell from your photo what the best treatment would be for you. I recommend you schedule a couple in person consultations for evaluation with Board Certified Plastic Surgeons. Generally, the more loose skin and abdominal wall laxity you have, the more likely you will benefit from a tummy tuck. Your surgeon should be able to evaluate this and let you know what kind of result you will obtain with liposuction or tummy tuck. Many times the combination of lipo and tummy tuck is the best treatment.
