Top of my head feels like a stubble after 130 days. Could this be a transplant failure? (photos)

I had a hair transplant 4 months back. I had about 5000 grafts in the frontal and temporal regions. The follicles in the temporal area have grown well but in the frontal area i.e. the top portion, there is no growth. Moreover the follicles seem to not have shed at all and it feels like a stubble under the few preexisting hairs. Should i be worried that the stubble is there even after 4 months and nothing has grown yet? It felt the same after few days of the surgery!
