Based on your photos, you do have fuller breasts that do have some hang to them. And at 18 years old, I would think long and hard before putting scars in front of your breasts in order to lift them. Some women, especially with larger breasts that limit their activities, are more than happy to have breast reductions or liposuction at your age.
