1.What can I do to improve the appearance of my my lips? 2.Is there a way to make it slightly widened with minimal scarring? 3. Are there surgical or non surgical option to improve the width of my lips?

There are surgical and non-surgical approaches to lip augmentation. Non-surgical approaches include botox (slight lift, reducing gum show) and filler (volume restoration). Surgically, you can have two separate incisions under the nose (italian), one incision under the nose (bull horn), one incision at the red/white upper lip junction (gull wing) or two separate incision at the corners, or a combination, depending on your desired look and anatomy. My preferred surgical technique is called the Elelyft, which is a version of the bullhorn approach. 
In your situation, there is no safe procedure to increase the width of your lips. 
Consult with an experienced lip surgeon for a complete range of options that are appropriate for your situation.

Any change of the lip width would require scar. Scar is placed in the white role (a junction between skin around lips and red portion of the lip). It is usually barely visible in particular when placed in the corners of the mouth. In person evaluation is recommended. Good luck.

You are specifically referring to a procedure known as mouth widening. This is the equivalent of a vermilion advancement that is restricted to the corner of the mouth. The vermilion-cutaneous junction is relocated more laterally by removal of skin and a small wedge of orbicularis muscle. This does result in a scar at the mouth corners which also happens to be one of the more precious places for scar placement at any area of the lips.
