it is hard to tell for sure without an examination. This can be caused by the structure of your forehead bone or extra fat tissue in that area. The bony protuberances of your upper forehead likely appear more prominent due to volume loss above your brows (most evident in profile picture).  Filler in these areas can help to recreate a smooth, youthful convex forehead.

Most likely these are prominences from your forehead (skull) bone. The bone can be reduced but the amount depends on the anatomy. Seeking consultation with a facial plastic surgeon would be a good start.
