Can I request a veneer for a chipped lateral incisor?

You can certainly have a veneer placed on that tooth.  You have to understand that they will have to cover the entire outside surface of that tooth with a veneer, and not just a piece.  Doing one veneer is due-able as long as they can match the color. 

A veneer would definitely be a more durable and permanent solution to fix the lateral incisor. It is possible to place a single veneer for the lateral incisor as long as it is aesthetically acceptable to you. Sometimes, it becomes hard for a single veneer to mimic the lateral incisor to the other side perfectly. In that case, it might be a good idea to consider veneers on both the lateral incisors for better symmetry and aesthetics. It all depends on your aesthetic needs. Hope this helps.
