Is lateral brow lift effective to achieve foxy eyes on very young women?

I've been reading several experiences on young women who have had this procedure done and almost all of them say that they see no results at all. Some professionals claim that this procedure is not usually effective on young people (20s and even early 30s), but many famous models have achieved this "foxy eyes" look being really young, like Bella Hadid, Ester Exposito or Kendall Jenner. So, why did it work with them? Are there any better alternatives? Thank you
