The technique I recommend is explantation and lift using The Bellesoma Method. The implants are removed, your breast tissue is reshaped creating upper pole fullness, elevated higher on the chest wall and more medial to increase your cleavage. Vertical scars are avoided, nipple sensation (in 95%) and the ability to breast feed are maintained if not injured during your previous surgery. Later, fat transfers can be performed if additional volume is desired.

breast revision surgery is the most difficult plastic surgery procedure performed. You need to post better and upright photos so I can get a clearer idea of all the issues. However, you have been to 2 surgeons, so go with the one you prefer. the lateral pocket can be tightened, and the capsule can be released with an implant exchange. You one upright photo is before surgery so I can say nothing about symmastia.

Post some photos. Based on the description, i would do a capsulectomy and use Strattice or Galaflex for pocket repositioning
There are 2 issues- capsular contracture and a pocket malposition. Both need correction for a good result
