At 4 months if you aren't seeing any growth then it's unlikely any hair will ever grow in that area again unless you get a hair transplant. You can try rogaine if you'd like but I doubt it will do anything.

Thank you for your question. Scars are relatively avascular meaning they do not have a good blood supply. Minoxidil will not help grow hair back into your upper lip scar. It has not been helpful when patients have a FUT strip hair transplant and the resultant scar on the back of the scalp. You can have a transplant into the scar space but the survival of the grafts is not as high as implanting into tissue that does not contain a scar.I hope this was helpful - Dr. Moore

If it important to understand that hair often does not grow back in a scar. If the scar is deep, there is a high chance it will not grow. Minoxidil will not do that much to help.
