I can see the significant asymmetry and why it is bothersome to you. However, by adding volume to the smaller, tighter right breast, and removing volume from the left larger, looser breast can exacerbate the asymmetry. A better plan may be to perform a vertical, small reduction to the left breast which will more accurately treat the underlying issue. Thank you for sharing.

Fat transfer to the smaller breast would be a great option for you to help increase the breast volume and improve symmetry. This is done usually through tiny incisions which heal with minimal scarring.
Breast lipofilling using fat grafting may require a few sessions (surgeries) to achieve a fuller cleavage, which is an important consideration for many patients.
I suggest that you seek an in person consultation with a Board-Certified Plastic Surgeon specializing in Breast Surgeries in order to discuss your goals and concerns for the best cosmetic results. Make sure you specifically look at before and after pictures of real patients who have had this surgery performed by your surgeon and evaluate their results.

Hi! So yes! Fat transer to your right breast will make it bigger. This much will actually work, but your asymmetry is due to other issues as well.
If you want best results you would also need to correct the heaviness and saggyness on your left breast. For this, a small reduction/lift via the areola can be performed. This, plus lipo to the sides will lift your left breast and it will make it smaller as well. It can also make your areolas size and positioning size simetrical. Plus, this can be done under local anesthesia so there is no need to put you under general anesthesia for this.
