Want to improve texture & dark circles - is croton oil peel safe for Indian skin?

I saw some great before-and-afters of croton oil peel and I'd like to get the same peel to improve my skin texture and periorbital hyperpigmentation. But I'm not sure if it would be safe for my tan indian skin. I don't mind if I get lighter, as long as my textured skin and dark circles are gone.
