It's possible that that bump is migrated filler. You also have migrated filler above the vermillion border causing the "shelf" appearance to your upper lip. This can easily be dissolved with hyaluronidase.

Assuming that you recently had lip filler, and the bulge developed shortly after injection, it is a likely probability.
