Generally making the eyes larger is a common request and it is accomplished using a surgery called blepharoplasty.  Theses are very comfortably done on an outpatient basis.  The result is generally very long lasting.  The under eye circle can also be addressed with surgery but increasingly it is addressed with under eye fillers, a non-surgical office procedure.
