The answer to your question is that we do not know. Is highly unlikely that conventional liposuction will trigger any long-term health issues. Of greater concern is liposuction assisted by a laser or ultrasound where there is collateral thermal damage. This will require closer observation in my opinion.

There is no limit however you should not have to have lipo done repeatedly in the same area because the fat cells are removed and even if they come back it should be at a lesser degree. On the same note, the area will be very scarred and most likely need laser lipo to break up the scar tissue.

There is no cancer or health risks to multiple liposuction procedures, aside for the local and effects of the anesthesia and wound.
There is no current evidence in the medical literature that liposuction in the same area increases the risk of cancer of other disease. All surgeries do carry some risk due to anesthesia and the surgery itself but cancer is not a risk of liposuction. As long as there is fat, liposuction can also be done repeatedly and can be safe if performed appropriately.
Not that I know of. There has been no evidence that liposuction can cause cancer. It is a very common procedure that can be repeated as necessary. Go to a board certified plastic surgeon.

Your area of concern is likely a combination of fat and breast tissue. Contouring of this area can often be done with liposuction alone although it can take a long time for the swelling and firmness that occurs after lipo to settle down. This is a hard area to compress after surgery. In rar...
