I suggest you go to a laser expert, this can be improved greately with fractional co2 laser and microneedling/PRP but will take a few lighter treatments given your ethnic background as well as proper pre and post-procedure skin care.  Less invasive options include fractional RF like sublative or VIVA which will not affect your skin type.
