What aside from dermal fillers can fix this genetic tear trough/epicanthal fold crease? (photos)

I would be very interested to hear thoughts on what this is and how it can be corrected. I would like to point out this is not due to ageing as I have had this since I was a child. As you can see from the photos I have a flap of skin that starts from the upper inner eyelid and extends down to below the eye causing a tear trough. How do I get rid of this flap of skin in my inner eye? If I pinch the bridge of my nose it smoothes a little. Dermal filler isn’t going to remove the actual flap!

I believe that a lot of options are available to you, such as Threading or Radiofrequency on that side of your face, however, I would need a face to face consultation and proper examination before giving my final opinion, because in certain cases the only real remedy can be a Facelift.
