Can Fraxel be used on this upper chest skin exposed to too much sun exposure? (photo)

I've got some pigmented and slightly bumpy skin texture on my upper chest. My General Practitioner have prescribed anti-fungal creams and steroids to calm it down but after 5 months, it's still the same. Can lasers be used to treat the texture?
