I have asked my surgeon about the drop and fluff phenomenon, but everyone I asked had not heard about it. However when I first went to consultation they were all talking about this phenomenon of the implant getting bigger "fluffing" after they drop. Is this really a thing that happens??

There is a fair amount of swelling after an breast augmentation, which tends to resolve mainly over 3 months, but can take longer. During this period, the implants also 'settle' into place and thus appear to drop. The degree to which this happens depends on the type and coating of the implant. I would suggest asking your surgeon to check on your concerns when you attend for your post-op appointment.

I routinely ask my patients to wait at least 3-6 months before evaluating the end results of the breast augmentation surgery. This waiting time allows patients to (usually) physically and psychologically adapt to the new body image. Many of my patients report that as the swelling around the breast implants (for example, in the sternal area) decreases, they feel that their breasts appear more projecting. Also, in my opinion, the "drop and fluff” phenomenon does hold some validity; as breast implants “settle”, many patients feel that their breasts actually look larger.
