Cafe-au-lait unresponsive to all lasers - is surgery an option? (Photo)

I've had a cafe-au-lait birthmark since childhood which is totally unresponsive to all lasers. It's on my hip/ bum and is 13x7cm. Is surgery an option? I've tried absolutely everything. Camouflage make-up always rubs off and I don't want to use bleaching creams over long periods of time. Please help!
