I have tried having one excised at a dermatology clinic only to have an unsightly flat scar replace the bump. Is there a way to cosmetically enhance the skin once removed via lasers or something?

From what you describe, I would see a dermatologist as soon as you can. It's not just birthmarks by openings that need to be checked -- what grabbed my attention is the color description of black and blue.
