I have been homeless on and off for a few years which is when my teeth started taking a turn for the worse, I drink soda (mostly diet) and I haven't been to a dentist in 10years. I am wondering if my teeth are save able and around how much it would cost.

It appears that part of the tartar build up on your tooth chipped of and not the tooth itself. You would need to visit a dentist for evaluating the condition of your gum and bone and prescribing the right type of hygiene treatment.
If that is the only chip you ever had and it does not hurt you then it is probably OK but it is always a good idea to check with your dentist to make sure that you do not have any underlying issue such as grinding or clinching.
