Lips won't close when relaxed. What are my options? (Photo)

My lips won't close when relaxed. I have to force them to close and it forces my chin upward. Also , the angle between my nose and lip isn't angled y feel like my lip looks pulled upward . What are my options to maybe lower my upper lip down?
