How Do I Get Smaller Eyes? (photos)

Hello! Ever since I was a kid I’ve had big eyes, as I’ve gotten older they’ve gotten a bit smaller, however I have this fat that bulges out from under my eyes, making them appear larger. What is this called? What procedure do I need to have done to get smaller eyes?
