I have had 2 TCA 45% peels done with little to no results and discoloration any advice? (photos)

I recommend getting a formal evaluation with a cosmetic dermatologist for after care and long term treatment plan. Hyperpigmentation can be improved with a combination of lasers, Aerolase, microneedling/prp, skin lightening, peels, and skin care. Sun protection is essential. See an expert. Best, Dr. Emer

If you didn't peel at all from a 45% TCA my guess it was either expired or wasn't truly a 45% TCA.  That is a VERY strong peel and should definitely cause some pretty intense peeling.  If you did peel, but didn't see results it probably wasn't the peel for you.  Stubborn melasma can actually get worse with the heat stimulated from a heavy TCA peel.  I usually prefer to treat with Obagi NuDerm (a great system with 4% Hydroquinone and Retin-A) and do MD-Rejuvena MELA Resurfacing treatments.  MELA Resurfacing treatments lift the pigment without causing any heat to aggravate the melasma.  I would look into a facility near you that may offer MD-Rejuvena Resurfacing treatments or maybe just try a different Medspa or Cosmetic Dermatologist that is very farmiliar with working on stubborn Melasma.

We perform a very high quantity of TCA peels and never use a 45% concentration. It is just not necessary. I would see a cosmetic dermatologist who understands how peels work. We obtain fantastic results with TCA strengths no higher than 30%. Peeling is an art. 

The pigmentation can be corrected with creams, SPF and gentle lasers like Fraxel 1927, Clear and Brilliant, as well as QSL. Not hard, and will fade. Laser resurfacing or microneedling PRP can help with skin texture, and if jowls and loose skin bother you, a mini S face lift.
