You have surgical and non surgical options to treat your concerns.  Non surgically you can consider under eye filler treated by an expert injector.  This is a temporary treatment lasting about a year.  For more permanent results you can consider a lower blepharoplasty.  I've included a video that I hope you find helpful.

In my opinion, the best treatment option for your under eye bags would be surgery.  This can directly address the protruding fat and will give you a much longer lasting result than fillers.

Thank you for the question. People who don't perform surgery may recommend filler here but I highly caution against it. Fillers can only add volume and in this region they can make your lower eyelids excessively puffy. A lower blepharoplasty addresses the lower eyelid bags and skin.

You most definitely need to have a transconjuctival (scarless) blepharoplasty in combination with CO2 laser resurfacing to tighten some of the skin. I think this will produce the best outcome in your case. I hope this helps and good luck from New York City Plastic Surgery.
