I had a Full TT 6 weeks ago. Belly button is still draining and now some red bulging tissue with a thick white strand in middle has emerged. If I pull it, it seems attached and would leave a large hole.

Is a great concept and explained well by my colleagues. It is something I use routinely and can create much more aesthetic belly buttons when there isn't a lot of laxity above your belly button. The float should be limited to about an inch lower than where your anatomically are...
It appears you have either superficial or deep tissue injury to your belly button area. Don't despair though! It make take longer to heal, you may have to do some vigorous wound cleaning and care for awhile but in the end your belly button should look very nice despite these early problems...
