I'm a 25 year old male and I consider having a combo of bichectomy&genioplasty surgery. However, I'm concerned about the possible facial hair loss due to the incisions during these surgeries. Can they affect the facial hair growth, in terms of causing a patchy look or a density loss ? Thanks in advance.

You are a candidate for either a genioplasty or a chin implant. Both procedures would give you better lower facial balance. I would likely recommend a chin implant over a genioplasty unless you have a particular preference.
Your understanding is correct and anterior or forward augmentation of your chin will by definition worsen the labiomental fold.
You can raise the fold with fillers which is a much better option than fat transfer in my opinion.
