Can a cluster of bumps be surgically removed with any complications? (photos)

I've had this since I was about 10. My doctor swore it was a birth mark, but it didn't develop until I was in 4th grade. I saw a dermatologist and it was biopsied about 8 years ago. They rested it was a topical ointment called Imiquimod (sp?) but it never went away. Is this something that can potentially be removed...I know there isn't a lot of excess skin to close with on my forehead.
