What's best for me: fillers and Botox or lip repositioning surgery? (Photo)

I've heard lip repositioning surgery is not permanent and a relapse may occur ! So it's not 100% sure ! My upper lip is very thin and hypermobile. I can't really tell what's best and most lasting solution for my gummy smile. Thanks :)
