I know my philtrum is short but can i do a corner lip lift and make my lips shape look like this dude’s without increasing in volume?

You appear to be young and the scar from a corner lip lift will be unattractive.  The better technique would be a lip lift that is done at the nose-lip junction and more excised laterally and less excised centrally.  This will increase your lip fullness and pull up the corners.
