Based on my photo, is that fat or just skin that is connecting my chin to my neck? I've had one surgeon tell me that it is skin and therefore could not do a liposuction. Another surgeon said that there is fat and he could do a liposuction and chin implant. Is this too risky considering the differences in opinions? Would fillers be just as effective?

If it is excess skin, then a facelift is required. It is excess fat above the muscle, libel suction can accomplish your goals. If there's fatty deposits above and below the platysma muscle, then a neck lift can accomplish your goals. A platysma plasty may have be also required there is a short platysma muscle. A full set of photographs would also help make a determination about whether not there's a weak and recessive chin profile present, for which a chin implant can improve.
