HA fillers in the hands of an experienced, board certified cosmetic dermatologist filler expert are routinely used to treat these kinds of issues with gratifying, typically immediate results and little to no significant downtime. That being said, a close up photo of the under-eyes in a non-smiling pose would have been extremely helpful to better assess the issue here. What I can say is that generally speaking for younger individuals, the place to start would be with at-home use of prescription topical medications, such as retinoids, alphahydroxyacids, etc. complemented by perfodic in-office superficial peels with high concentrations of glycolic or salicylic acid, Jessner's Solution or low strengths of TCA. This kind of "prejuvenation" is precisely what I did for several of my daughters-in-law when they were younger with very gratifying results..
