Neck rolls are typically from localized fat collection in your neck. The reasons for this are multifactorial - for example "runs in the family", related to your weight, hormonal, congenital,etc. Liposuction using fine cannulas are very helpful for this. If loose skin is an issue then some non invasive treatments like Ultherapy, Thermage, Thermi-RF, or the Sciton Laser BBL SkinTyte are good options as well. The result is significant improvement for most cases.

Although "getting rid of them" is probably not possible, these rolls are partially due to fat excess underneath the skin. This fat can be reduced using liposuction.
I don't usually use liposuction for the neck, because the fat may be in different levels. But it looks like the fat is superficial. Careful liposuction with a small canula might be helpful. Consult an experienced Plastic Surgeon to see if this is an option.

Swimming 4-6 months after neck lift surgery should be fine. Generally I suggest my patients limit activity for the first few weeks following a neck lift.
