Can you implant hairs in a place that still has coverage?

After a small area is shaved on the back of the head(under the long hair), Can that donor hair be implanted in an area on top of the head that is unshaven? I have long hair and would like to add density before the native hair falls out, then I will at least have some permanent hair on top.

Transplantation can occur anywhere on the head: areas of thinning hair, poor quality hair, bald scalp, front, top and crown of the scalp. The question is what makes sense in using this valuable resource, the permanent hair from the back of the head. As a hair restoration specialist, I always focus on two factors. The first is maximizing the visual effect of the transplantation. This typically involves restoring the frontal hairline and central core of hair. It's what frames the face, and brings our attention away from the scalp, and focuses our attention to the patient's eyes, where we naturally want to interact with as humans. The second factor is creating a natural distribution of hair. The surgeon has to understand the patterns of hair loss, and how they occur in nature. This involves distributing the patient's permanent hair resources in a pattern that is balanced. Some patients, for instance, want to lower the frontal hairline only. But you have to blend this into the entire frontal core of hair, so that over time further loss behind the frontal hairline will always look natural, rather as only a rim of restored hair. There are many of these kind of judgements that the hair restoration surgeon needs to make for the patient to have a lifelong beneficial result.
