It's tough to say for certain without an in person exam or at least pictures, but in general forehead lipomas can easily be removed through a remote incision hidden within your hair so it's not visible. I don’t think your primary care physician is the appropriate person to remove this anyway. You should see a plastic surgeon but not sure if Tricare will pay for it.
