I had a 3 lipomas removed from my upper back 4months ago and the scar still itches and there is one spot in particular that hurts (near the cut but not on the cut). Should I be concerned or is this normal.

A cyst has a small pore that communicates with the outside. Usually that pore is removed along with the cyst. It sounds like that may not have been done in your case.
You should have your surgeon check it out. It might be normal swelling but it could also be fluid or blood accumulation which would need to be addressed.
This should definitely not be ignored especially silly if it is growing. It may well be a lipoma but the only way to be sure is to hVe it removed. Your surgeon may want to get an MRI ahead of time to rule out anything other than it being a simple lipoma. Excision could be done under local an...
