I had a tummy tuck and lipo of the flanks October 2021. Every post op i expressed concerns of "bulkiness" at the end of the incisions on each side. I was told repeatedly that it was just swelling and to give it time. 2 years post op, still the same issue my a flap of skin hangs over the incision. My surgeon is telling me I need a "hip flip" ($3k) What should I do? I just want to be comfortable in my own skin!

No, if you are still tight, there is no excess skin to be removed nor can the scar be lowered. You might get some good improvement with micro-needling to your scars. Do avoid any sun exposure for 6 months after treatments.
You will need to go to a board-certified plastic surgeon, and there are many good ones in your area, be examined and discuss your options. But probably, you can have a revision.
