I normally do not wear alot of makeup, but this is something I have always been so self conscious about. I now see my 4 year old son is getting them aswell.

Yes, those types of vessels can be treated, but it is somewhat tedious, and one must put metal eye shields and very carefully before starting the procedure. You need someone very experienced with use of laser to reduce these veins.

Eyelid veins can be treated by sclerotherapy or microneedle radiofrequency or a combination of both.  This is an office procedure done with topical anesthesia.
