I had a brow lift 9 months ago. 3 months after surgery the hair close to the incision line and random pieces on top of scalp have become coarse and wiry. The hair affected is only on the top of my scalp. Hair Everywhere is just the same as before the surgery. Could this be the result of anesthesia or damage to the hair follicle due to the surgery incision or possibly lack of blood flow/poor circulation from cutting on my forehead/scalp? My hair was soft prior to the surgery.

Given your symptoms of heavy eyelids and mild eyebrow ptosis, there are a few surgical options to consider:1. Upper Blepharoplasty (Eyelid Surgery). Removes excess skin and fat from the upper eyelids. Reduces eyelid heaviness and improves the visual field if excess skin is obstructing vision....
It appears you still have excess skin of the upper eyelids. Your photographs are somewhat limited. You may benefit from a brow lift and you may also benefit from a lower blepharoplasty to transpose the fat to fill in the tear troughs.

Unfortunately it is impossible to give you meaningful answer based on these photos. In person consultation with an experienced board certified plastic surgeons would give you a chance for proper evaluation and discussion about available options. Good lack.
