Will non ablative fractional laser resurfacing eliminate the malar bags still present after my lower blepharoplasty? (photo)

After 5 weeks post-op lower blepharoplasty I still have the festoons or malar bags that I started with. They look exactly as they did before surgery. Will non ablative fractional laser resurfacing help with this? If not, what can I do to finally eliminate this problem? I am not happy with my results at all. The first photo is pre surgery. The others are post.
