19 months post hair transplant, was it a failure?

Thank you for the great question. It’s difficult to tell with the pictures you provided. This is tough, I understand you don’t know which way to turn. I think I would advise you to get a second opinion rather than go back to the same doctor. Find a doctor you are comfortable with and who will come up with a plan that’s best for you. Hello, and thank you for your question. Full growth is judged at 10-12 months. Sometimes the native hairs in the recipient area will continue to thin over time which can give the illusion of a failed transplant, when in reality most of the density is actually from the transplanted hair. 
It is clear there is definitely an improvement from pre-op to 19 months post-op, but I see where the issue is. A further in person consultation would be needed to determine whether the transplant was not entirely successful; it is nearly impossible to tell simply from photos.
