My breasts have been like this ever since I began to develop breasts but they actually have got puffier as time went on and the right one is starting to sag now. I am now 28 and very self concious about them. When I am cold they shrink and no longer are puffy. When cold, the size difference between the two areolas are also not as severe looking. When cold my areolas look a lot closer to the same size. My breast shape also changes and they become more perky and round in shape when cold- I wish they could look like this all of the time. As far as the size of my breasts go- the size is perfect. I wouldn't want my breasts bigger or smaller. I'm happy with the size of the left areola (the smaller one) besides the puffiness, but even the puffiness on it is not nearly as bad the right one. What is causing the puffiness and difference in size in areola? What could I do to fix this in the least invasive way?

From the submitted photos it appears you have herniated breast tissue causing the puffy appearance. This can be addressed by making an incision around the areola and excising the excess. See a board certified plastic surgeon near you to learn more.
The skin of the areola is the most stretchy skin of the breast. If weight gained caused an increase in your breast size, then your areolae could have stretched. Permanent sutures will be needed to avoid stretching after revision.
