Its difficult to determine without pictures. However two options are fat transfer to the breast form another part of the body and implants. A consultaion with a board certified plastic surgeon would be a great way for you to start. I hope this helps!

Since you haven't included any photos, I would suggest consulting with your previous plastic surgeon who did your original reduction, or another Board Certified Plastic Surgeon in your area. Sometimes, a breast implant can help to give you some upper pole fullness and restore some substance to your breasts if you are currently unhappy with the diminished size. helloI hope I can help a little but difficult with out photos. I have some ladies who have asked my advice when they are unhappy with the breast size after breast reduction. The problem was multifactorial and not just due to size. The bottom of the brest had stretched out giving more volume at the bottom of the breast rather than the top. The scars had risen onto the breast and the breast was wide and flat. The required correction is not simple as the breast has to be tightened, the bottom of the breast fixed to the chest wall and then a implant placed under this breast. Im not sure about your insurance but hopefully some of this information may help. best to discuss with your surgeon as well.
