If you are 18 years of age and are able to provide consent for your own procedure, you can proceed with the surgery. There should not be many changes to your breasts at your age unless you have significant changes in weight, pregnancy, start birth control or any other hormonal changes.

Saline implants are FDA approved for cosmetic use in patients aged 18 or greater. If your body is still significantly changing you should wait for a breast augmentation. Typically for most women breast development is occurs during puberty and stops by age 18, however some women do experience changes after this. Most often this is in response to changes in body weight and composition which can also change during the late teens and early 20s. However the breasts do undergo significant changes during pregnancy and following pregnancy as well as menopause. The decision to undergo breast augmentation is a personal one and while I can certainly increase your breast size, the timing of it will depend on what is most important to you. The FDA recommends that patients be 22 years or older for silicone gel implants and 18 years or older for saline implants which is another factor to consider. I'd recommend consulting with a plastic surgeon when you feel ready.
