While most patients request to have smaller thighs, it is possible to add fat to that area. Quite frankly, fat can be placed anywhere. Now whether or not that makes sense is entirely something else. You may want other areas contoured to create more balance. I recommend seeing a Board Certified Plastic Surgeon for a proper assessment. 

Fat transfer to the outer thighs is a very uncommon request. In most cases improvement to the body-hip-thigh lines can be achieved by addressing the torso. You mention that you have an apple shape. By concentrating on improving the abdomen, flank, waistline, and back, either with exercise/diet or surgery, the contour line along your chest-flank-hips-thighs can improve, making your thigh shape/contour look better.
