Plication/reefing of digastric muscle in neck lift surgery? (photos)

I had a consultation with my plastic surgeon because I have some concerns involving all my neck area. I'm a 25 year old male and in spite of not being overweight I have a lot of fat and sagging skin (see pics). He gave me a budget for neck liposuction and "digastric muscle reefing", but I can't find any info about this procedure anywhere. I only found descriptions of platysma plication and digastric muscle removal. Can I trust this surgeon and this method? Thank you.

It would be very difficult to describe your neck as too masculine, based on these photos. I do not see much to be done to soften and feminize it. Small augmentation of the breasts and augmentation of the hips with fat grafting may give you more feminine look all together, if that is what you are...
