From the photos provided it's very difficult to visualise the area. I would advise that you see a Plastic surgeon with an interest in facial aesthetics for a full assessment. If there is excess skin elsewhere on the upper lid, you may benefit from an upper eyelid blepharoplasty. If the excess skin is confined to the inner part of the upper eyelid only, I would advise to refrain from any surgery. Surgery isolated to this part of the upper eyelid would have a high risk of webbing and overall patient dissatisfaction.
