I have a low radix which doesn't harmonize well with my face that I’d like to raise. Would this be achievable? left photo is before and right photo is the desired result. Wondering what the estimated cost would be for something like this.

2 years out from surgery- you are absolutely fine to do this as you are only dealing with the skin and not anything underneath.
